Who is Rowell Family Empowerment?

Rowell Family Empowerment of Northern California, Inc. (RFENC) is a parent-founded and parent-run organization specifically funded (mostly by state grants & contracts) to provide direct services to families with children with disabilities ages birth – 22 within our 6 county catchment area. A child may have a diagnosis, may be at risk, or the parents may be concerned and would like to seek an evaluation. Whatever the reason, we provide guidance to families who may not be familiar with the special education system, or related services. We do this through providing support, training, and parent consultation services such as:

Special Education Workshops

In-person and phone consultation about your child's special education rights and your participation as a team member in the IEP meetings.

We review evaluations, assessments, and Individual Education Plan (IEP) documents with you so you can better understand these important documents which lead to informed decisions.

Also, in some of our counties, we provide direct services to children, read more about our Respite and Autism programs.

Empowering You

We find that many people, especially parents of newly-diagnosed children, are unaware of how to navigate the special education process, the required documents, and even the rights of their child among other things. We aim to empower them by equipping them with knowledge so they can be the best advocate for their child and their individual family needs!
