Rowell Family Empowerment of Northern California, Inc. (RFENC) is a parent-founded and parent-run organization specifically funded (mostly by state grants & contracts) to provide direct services to families with children with disabilities ages birth – 22 within our 6 county catchment area. A child may have a diagnosis, may be at risk, or the parents may be concerned and would like to seek an evaluation. Whatever the reason, we provide guidance to families who may not be familiar with the special education system, or related services. You can do this! We know because most of us have children with disabilities just like you. That's the BIG difference between Rowell and other agencies. We don't sympathize, we empathize. We are parents supporting parents along their journey. We're not on the outside looking in - we're on the inside with you!
We find that many people, especially parents of newly-diagnosed children, are unaware of how to navigate the special education process, the required documents, and even the rights of their child among other things. We aim to empower them by equipping them with knowledge so they can be the best advocate for their child and their individual family needs!
